Production Efficiency Retention

How does retention actually work?Is it a flat value or does it modify an existing value? It says 90% retention for me but when changing a production it keeps roughly 10% efficiency.

someone on reddit posted that it is bugged, which matches my own expierience (and yours :) ). it seems not only does it not decrease effiency loss but acutally increases it.

actually: "Production Efficiency Retention: Change in Production Efficiency loss when changing what a Production Line produces"
so +90% means +90% loss :( i understand it now...
