IIRC in the third or fourth Dev Diary, they said they would eliminate that function.
In Hoi3 there were about 6 screens that you needed to micro-manage continually, plus the armies / airforces / navies on the map. You could put them under AI control and for a long time I had like 4 screens under AI control, then I'd slowly switch them to manual control over time as I got used to it. It was probably a year into the game before I was manually controlling every screen.
