Yes I belive you can, units need manpower and material to continue fight effectivly. If you were to grind them down to a point where they can no longer fully supply their troops than that is a way you can tackle there manpower

I am fairly certain that you could bleed out the AI in hoi3.
The folks over at Black Ice got rid of it i think.
But who in his or her right mind is playing vanilla hoi3, it was disgusting ;)

You bet you can. As Japan I managed to rake in just over 2 million enemy casualties to my own 200k.

Yes, though it's obviously preferable to encircle and crush them quickly rather than have a slow grinding war of attrition. Germans vs Soviets could easily end up as this type of battle and it's why Germany's land doctrine has a route which gives you extra manpower, to simulate how Germany ran out of healthy men to put in uniforms and strted scraping the bottom of the barrel.

I want to point out, you certainly can "bleed" out the enemies manpower in HOI 3. I do it often when I am playing against the Soviet Union.

They do... but it is a long haul. Requires use of many planes, TAC/STR in Siberia and CAS/TAC in Europe, and micro management. But this can be coninued in PM or HOI III threads..

If the enemy isn't careless with their political power points supporting his party everywhere, it's a bit harder though, as he should be able to increase mobilization everytime he starts running dry.

However... when he does increase mobilization it starts to slow down his production(able men taken from factories and sent to the army) so you should be able to win most opponent before they start running out of manpower using ''scraping the barrel'' level of mobilization.
