Units in recruit and deploy won't train

All units in the line have full equipment, their training has been at 0% for the past year and won't increase, is there a limit to how many units you can have deployed at once?

Also no i dont think there is limit, i had a LOT at the same time being trained as japan

All of them have full manpower, just won't train at all, so I can't make any new units.

you either 1. Dont have the manpower for the units+ reinforce units you already have or 2. are training your max number already ie Italy can only train like 100k troops at a time max till you learn some stuff

Nvm, fixed it, problem was mods.

im using kizerreich mod and having this problem it works without the mod

2017 and still having this issue the only way i can "fix" this is to use the "cheats" and going into observe for a month or 2 then go back in as the country i was and fix everything to what i want and it should all be working but i would really like to not have to do that so... anyone mind saying the modding issue?
