I'm having trouble progressing through the tutorial

I'm on 6/16 where it wants me to look at an airbase in Eritrea. I click on the province and click on the airbase and it brings up a construction panel. I must be doing something wrong because the tutorial doesn't progress

Don't click on the province and then the airbase in the UI, click on the plane icon on the map itself.

There is a short Paradox tutorial for air forces and how to use them. There are a couple of confusing things, but after you go through it a couple of times, you should have a good understanding of how to use planes.
