Declaring War?

I am playing as Iran currently however I am unable to declare war on Iraq, apparently you need a war goal but i cannot find out how to create one?

You need to justify wargoal, which is done through diplomatic actions (Should be one of the top options)

It says i must wait for world tensions to hit 50% so i just have to sit around until then?

Yes or you have to change you idelogy to facism and you should avoid this I believe ;)

A little off but how do you start a revolution in your country? I have 60% communist support what do i do?

I am not sure how to start it...I guess you could get an political leader/adviser which improves communist drift...then I think you might become it, but not sure on that aspect of the game yet
