Your graphic card appears to be one of the cards that can run HOI4.

Perhaps you need to update your windows software and graphic card drivers

What version of windows are you on?

Windows 10.

The only way you can run the game with a bottom level graphics card like that is to lower all the graphics settings as low as they can go and play on a single core on the CPU. Sprites also cause issues, use counters instead.

I run the game smoothly constantly even at full speed, but sometimes when i press on buttons for production etc, or whatever pops up such as low manpower etc, it causes my laptop to freeze, becoming completely unresponsive so I have to restart constantly.

My drivers are up to date.
The CPU is above recommended spec
The GPU (GT 740M) is on the same level as recommeneded
8GB RAM

Well... seems like i found a solution to this problem :D. Just open the "starting properties"? and type in -opengl, not so sure what it does tho but it seems like it works.

Don't restart, just press space key and wait, after a long time (from 1 to 3 minutes you will get the game unfreezed again).

This happens often when you have lot of factories in example, in later stages of the game. As a tip... before entering production press space to pause the game, then enter production, make your changes and exit production, then press again space to unpause the game.
