The only way that i saw by the console is to type:
threat 999999999999999999999999999999999999999999999 - you remove 1 world tension.
With spamming in the console you can bring it down fast.
There was one more thing you write threat 9999999999999999 (more or less 9s.) and it resets your threat score. What this means is that when you attack you lower world tension and when you sind treaties you increase it. The best way to do this is to try several times until you get the correct number of digits.

I imagine you're playing as a democracy and want world tension to increase to allow you to do things, "allow_diplo" also works to this end.

does anyone know how to change the world tension for a specific country? Im playing as the roman empire but cant declare war on turkey because they havent generated world tension

you just tag them and than type it in console...
