How can I declare war on any country?

Im currently playing with the USA and wanted to know how I can declare war against Canada or Mexico for example?
Is there any chance to do that?

You'll have to reform your government majorly or have world tension 100%

You have to remember, back in the 1930s and early 1940s.. the United States was an Isolationist country and tended to back away from wars and avoid them! (Nothing like today's US Warmongering) Pearl Harbor was a shock and a call to arms. U will have to look at the tech trees and find ways to get your troops into the war.

Get a guy who will increase facist support in the us. When it gets over 50% you can peacefully become facist and then fabricate claims

I play as Germany, I cause a communist civil war in France, I declare war on France, I win, I declare war on communist France, I win. I am able to do this becuase France starts with a high percentage of communists!
