in 3 joining a faction sealed you for the game with them. Not sure if they changed it for this.

Edit: If you're meaning could a country with a fascist government join the allies if they're not with the axis, yeah, that's never been disallowed in the series. If it's like 3, countrie's ideology drifts naturally and can be influenced by diplomacy and spies.

They can, but the rulesets they are bound to refers to the faction instead of their own ideology

It's hard because you get negative opinion and such for having a different ideology, but still it's doable. It's much easier to hire an advisor to spread ideology of the faction and then join the faction, and then hire another advisor to get desired ideology, they won't kick you out for having it
