What are you talking about? Attrition has NO effect on manpower! Soldiers don't starve in HoI4 what do you think this is, a historical simulation :D
The best "fix" for your situation would have been to give out maintenance companies to everyone to bring down the effect of attrition on your equipment to the minimum amount possible.
I have never had the AI being that stuipid, but man these horrorstories are just awful.
I can't see why they thought this AI was ready to ship.
Also MP is the much scarcer ressource, especially for small countries like norway.
