How to have Trotsky return

I just recently learned that it is possible to have Leon Trotsky return from exile and take control of the Soviet Union. I've read several guides online about this and they all say that the way to do it is to not kill anyone during the great purge and allow the civil war to happen. I did that but Trotsky wasn't in command of the rebels.

Am I missing something? Did the update change how it happens? Thanks for any help!

You can get Trotsky if you don't take the Purge Focus at all. Eventually in 1938 Trotsky will come back and then a small civil war will happen.

Indeed, the way to do it is not to take the purge at all. Eventually, you'll get a series of events related to the fourth international and Stalin's increasing paranoia, and in one you'll get a choice about whether to invite Trotsky back. Obviously, choose yes. Trotsky will take over shortly after, you'll get a small civil war and a bunch of government figures will get automatically purged (basically, everyone who has NOT: purged by Trotsky in their recruitment requirements, so avoid spending political power on those guys if you want Trotsky as if you do they'll still die and you won't get a refund).

I believe subversive activities costs have been fixed now, which makes Trotsky's leader modifier actually pretty good once you take the national focus which buffs it.
