Hearts of Iron 4 missing file?

So, I started playing Hearts Of Iron 4 and it says "d3xd9_43.dll is missing." 1. What is this missing file 2. Where can I find It 3. How to fix It.

try verifying the integrity of the games cache file, under property settings and the local tab. If the game came with the dx file and it didnt load it right the verify process will reinstall the missing or corrupt file

I did check the game cahe, and then I checked if my computer had it by default and it didnt how do i fix it.

The game comes with the Dx files needed, there is a whole folder that contains them.
Exit out of steam and in windows search bar type in dxdiag and hit enter it will diagnose your computers dxfiles and tell you if something is wrong. if need be your graphics card might need to be checked for a software update.
