How do I edit a mod's settings?

Example, I tried to edit Millenium Dawn's diplomacy going into the mod folder in my workshop's folder, I edited it, but the notepad would'nt directly save, I tried forcing the new file in and the mod would'nt load.


how can I edit it properly?
