There is no AH focus tree.

There are two dlc's that can give you AH.

Death or Dishonor gives Hungary a focus tree that allows them to ask Austria and Czechoslovakia to join and form Austria-Hungary.

Waking the Tiger adds a decision for Austria, Czechoslovakia and Croatia that allows them to form Austria-Hungary once they own all of the requisite areas and it gives them cores on them. It also adds a decision for Hungary called Reintegrate the Empire that lets you add cores for the bits of AH in Yugoslavia once you take them.
