Puppet question.
When I gain Italian Yugoslavia,
I start having Military Factories built in it's territory along with giving it arms made in Italy so I can annex it.

When I annex it,
I gain all their arms and what not along with gaining control of all their factories do I not ?

Sort of, kind of, yes. You are given all of their land and all of their possessions (logistics, divisions, ships), but they are NOT cored (which i personally think is kinda dumb; if you peacefully integrate a puppet, you should be rewarded with at least a compliance buff). This means that, until your garrisons are well enough, you will only get a fraction of the factories Yugoslavia controlled. Sure, you usually get a larger slice of the factory pie than you would have as a puppet overlord, but sometimes it's better to leave the puppet independent a bit longer unless you think they might lead to trouble in the future (just to keep things safe, maybe you could put slightly less resources to de-leveling them, and then leave the annex option as a side choice for when you're either equipped to handle the garrison costs or when something bad happens that necessitates you annexing the puppet, such as germany demanding slovenia)

Shorter answer:
Yes, you get all the arms, but you only get to utilize all the factories if you have good garrisons.

Also I usually build civs & forts to de-level my puppets, as they take up less build slots for the same amount of autonomy reduction (if a building takes longer, that building will contribute more autonomy reduction over the course of its construction). In addition, the forts can benefit me after the fact and the civs can help the puppet build their industry on their own while they still exist (also, you get a fraction of your puppet's civs, but you don't get any of their mils or dockyards until you annex them, so it's often more worth it to build civs).

It doesnt seem to matter since the game is broken. Yugoslavia keeps joining Japan before I can finish Annexing it because its missing a rule in its tree focus about joining factions as a puppet.

And If I do non-historic the game just gets stupid.
I dunno why Im trying to play Ironman/Achievements.
