Puppet are meant as alternative to solve manpower problems as they won't suck up your garrison. If the purpose is to annex them later in the game, it's better to just to not puppet them as the compliance gain starts ticking only after you annex. In terms of benefit, they won't help you much until the puppet is lowered to a tier where they start giving you factories. In terms of factories, you will still get more from a high compliance territory than your puppet with the exception of collaboration government puppet which gives 75% of mils and civ factory to you. The factories, manpower, and resources you get is a percentage scaled based on the compliance level and at max you get around 90% of the factories, 95% of resources, and 20% of the manpower.
The Italian Settlers, the Factory Buffs, ect.
I assumed from a single player perspective that it was a way to get a nice "Pay day" later on once you re-annex them.
puppets are good if you don't want the land or cant hold it, like Ethiopia, supply is so ♥♥♥♥ and convoys don't get thru during the war so just puppet it and forget about it.
next is if the land is ♥♥♥♥, like Albania so puppet or not your not gonna get much out of it so i guess puppeting would be a minor bonus, as they get the generic focus tree, witch gives 8 factories in total plus 3 naval dockyards.
for the minor buffs in the case of Italy's "unique" puppets, they are there to make the puppets slightly less ♥♥♥♥, in the case of AOI, it dosent get any cores so the spirit is there to help whit that.
for Albania its just flavor.
Ive tried both,
with the general plan Ive been trying to do the following....

Intimidate/Make friends with - Yugoslavia.
Bulgaria (Faction100%-No way to puppet)
War with Greece = They call Romania -> Take and Puppet Romania/Greese
Annex Romania/Greece over time to keep Tension under 25%
Take Turkey
Hope France hasn't joined Allies yet.
Take France.
Get ride of Germany (If Nazi's)
Schmooze the Kaiser (if not nazi's)
Take care of the Commies.....
But so far I keep having issues with
Yugoslavia keeps becoming my puppet and then leaving my faction to join the allies....or Japan.....
Romania gives away all its territory and eventually becomes axis/soviet/ or allies.....even though again, ITS MY PUPPET.
