Can't build any kind of factory.

Whenever I want to build any kind of factory and I place it somewhere in a region that has space for it (eg 0/2) it doesn't build, when I hover over it it says "Days until next Building: No factories assigned. Days until all constructions complete: No factories assigned". What does this mean, how do I assign (???) factories that I already have to the factory that I want to build?

Do you have any civilian factories? Minor nations usually have a national focus to get you started.

I have 14, I started with Brazil.

Ok I have figured it out, I forgot that I had occupied my civilian factories by trading with another country, even though during this trade it did not mention that all of my civilian factories would be occupied.

It normally does. A symbol appears aswell as a warning.
