That being said, there are lots of great 3rd party sites you can buy steam keys from, that often carry over from the best sales, because when those sales go live those keys get bought in bulk.
As far as dlc, videos can show you a lot about the features you might be getting, and you can decide what is worth to you from there. You can also try the subscription for a month to try everything out yourself, but that will cost some $5 iirc.
I'm not trying to be a ♥♥♥♥, but the game is 8 years old at this point and you managed to last this long without it, a few weeks or months is not going to make much of a difference to anything but your wallet, this is not like call of duty where you need to play it early, learn the maps and make progression though weapon unlocks to 'compete' with other players, here you play at your leisure.
So yeah, wait till a sale, buy ONLY the base game to see if you actually do like it or not, if you do? great, you can buy 1 month subscription some time later to play all the DLC's and see if you feel any of them are worth getting, if they are? great buy them on the next sale ... if the answer is no to any of those questions ... you've at least saved as much money as you can short of not buying the game at all.
but if you're coming from mobile rts remember hoi4 is a grand strategy/4x ish game so pretty drastically different.
Yeah ive actually watched loads of videos about the game, learnt stuff about it and managed to grasp the general idea of what to do and how to do that.
yeah i think i wont buy the dlcs straight away, ive also noticed that the dlcs change some focus trees aswell, so itd be better to try the base game first.
