I try the 10x thing, but so far building civilians factories (which I do in the background) just takes for ages.

You have set the priority of reinforcement and new build the same. Except, the divisions you are recruiting have lower priority because they are marked as lower quality (the red chevrons), therefore they do not get equipment.
Generally, I adjust the priority for reinforcement and upgrade to low, garrisons and operations to high.
Looking at your manpower it seems you've chosen service by requirement or an option above it, which considerably slows construction speed and factory output (which will work against you producing guns). Extensive conscription is usually the max you'll need as the Soviet Union. And typically a Soviet game sees you building civilian factories from 1936 to late 1939 to early 1940, building civilian factories in late 1940 would very much hinder your gun production. Though as other comments said you still have a bit of time, and you should get enough guns to fill all of your divisions by the time Germany declares war. Building any factories as the Soviets shouldn't be much of an issue as long as you're building in higher infrastructure slots and on War Economy.
