Faction Leader Concedes but doesn't end war

I overran the UK and got the country has been defeated message, but It didn't bring the war to a peace conference. France was also gone, so there was no other major power in the faction. I thought that after the faction leaders were defeated it forced the war to a peace conference?

I didn't take out most of there oversees holdings, so I was thinking mabey you also have to get there offshore stuff to force peace conference. Either way, What is it you have to do to get allies to surrender.

All majors have to capitulate. Hover over the capitulation bar of any nation on the war screen. Most likely India is now considered a major because they passed the 50 factories threshold.

If you click on the World Tension globe --> Current Wars --> your war, then you can see the list of belligerents you are fighting. If you mouse over one of them, the tool tip will display a list of the "Major Powers" still involved in the conflict that haven't capitulated.

Part of the problem is that the game is constantly "upgrading" countries to Major Power status. I forget what the exact criteria is, but it's something like "The Top 7 Countries with >50 factories". So while you were busy invading the UK it's likely some other nation like British Raj crossed the 50-factory threshold and now you have to go invade them too. And while you are busy invading the Raj, Canada or Australia will then get bumped up in status, so the war STILL won't end. It's a really annoying issue that Paradox hasn't addressed yet, leading to seemingly endless wars as you play whack-a-mole against countries that realistically shouldn't be holding up the peace process.

Thanks for the answer. Gotta admit, sparsly documented mecanics are a pain to figure out.
