It is a hard one to call. +5% production efficiency growth is probably better than +3% factory output given you have penalties to growth and lots of other bonuses to output so that 3% is probably only 2%. More manpower is nice but if you play well USSR doesn't really have manpower issues. Rokossovsky is nice but only when you are on the offensive so only a little help against Germany but good to have if you are planning on conquering the world.

But then collectivist gets +10% stability, -2% consumer goods, +2% research.

On balance, I think Collectivism is better but it is a close call.
