If you're still fighting the allies in 1940 you're doing it wrong, if you want to succeed in reforming Rome and beating Germany you should have defeated Britain solo by the end of '36 at the latest while their army is a pushover (post BBA you need to take out Ethiopia before they form an exile government so you can join the Axis) - annex the British Isles, ceylon (for the rubber) and their lands around the Med, puppet the rest (exempt malaya) and take their navy.
Start prepping a naval invasion on France as soon as the south coast is secure and justify on them right before the Brits surrender and you cut the timer to 15 days, done right you have taken out both European allied majors before March '37 and your biggest problem from here on is just managing resistance, so make sure to research MPs and develop anti-partisan upgrades for the spy agency - the new BBA political focus tree gives you an agency for free plus a bonus operative slot, with more free slots later on so make good use of them.
While still at war with France justify on Austria and you can conquer them with plenty of time to spare before Germany gets round to it, have your spare army prep a naval invasion on Greece - with World Tension at 100% they will attack Albania so you can use this as a pretext to declare war, letting them annex Albania first to let you bypass 2 focuses.
From Greece take Bulgaria then use the new decisions in the foreign affairs tree to pressure Yugoslavia for Montenegro and Dalmatia - if they accept fine, if they refuse one or both its a free wargoal so win-win, either way attack Yugoslavia and annex whats left along with Romania as they should still have a guarantee, with the Balkan coast secure Turkey is next and if all is going to plan by the time you finish them off Spain should have just ended their civil war and you should have completed Mare Nostrum so invade Spain for the last of the provinces you need and once they surrender hit the decision and and wave bye-bye to all your resistance problems.
To complete the reconquest the focus "all roads lead to Rome" will give your wargoals on most the remaining neighbouring states - all this history breaking will lead to an early war between Germany and Russia but ignore them for now and let them wear each other down a bit whilst you mop up the last roman provinces and repair the stability hit you get from each re-integration.
Once your done and your army is big enough attack the soviets first with your main thrust through the Caucusus and re-integrate Armenia to core Azerbijan and solve your fuel troubles, supply will be you biggest enemy as the red army will be busy in Poland fighting the Germans so keep upgrading the rails.
Finally leave the axis, justify on Germany, drown them in CAS and Avenge Tuetoburg
