Whenever i would take the rekindle imperial sentiment focus, and the empire re confederates, it never puts otto as the leader of the country.

What am i doing wrong

The event that fires when Austria, Hungary and Czechslovakia reach 40% non aligned is meant to put Otto as the leader of the new country...

germany's focus tree brings back the kaiser, hungary brings back habsburg

Going from the wiki (https://hoi4.paradoxwikis.com/German_events_2#The_Re-formation_of_the_Austro-Hungarian_Empire) the only trigger that might be causing you issues would be the ruling party since Otto is reinstated as leader of the non-aligned party. Still, since it's supposed to make non-aligned the ruling party it really should not be causing any issue.

In 2k hours of playtime I've never heard of this, I'll research about it and tell you how to do it

I dont have access to game files atm but if info in events on wiki is crorect there is "Proposes Imperial Reintegration" AI will never take this option.

if germany does the focus they always say yes, but when the ottomans do it they dont apparently.

Yes, rekindle imperial sentiment is a real focus for Imperial Germany, and yes, it is supposed to reunite Austria-Hungary as the OP says. Now, I actually straight up can't remember from my last time playing imperial Germany whether or not it reinstated Otto Von Habsburg, though i wouldn't be surprised if it didn't.

However, from memory of the last time I went around digging through the events folder, I coulda sworn it directly gave Austria-Hungary an event putting Otto in power.

The event that that re confederates the country by annexing the other two, also is meant to change the leader of the non-aligned party to Otto. Whenever I would have go back a save and switch nation to see the event fire, from what i gathered is that when it makes him the leader of the party it never picks up on the parties name. Si it would say like non-aligned party ' '
So thats why i think its a bug lol
