The 1st thing you should spend your pp on is partial mobilisation, then the Captain of Industry.
Rush the collectivization process since its part of the centre tree, takes away paranoia, and gives +5% construction speed
while rushing down the purges, get to the foreign experts industry focus as soon as possible and you save up some PP before doing it. You want to immediately hire the foreign industrial designer, and having improved your relations with the US beforehand, immediately click the american experts decision, and then when that's done you do the focus on civilian industry for -5% consumer goods and more civ factory construction speed.
If you get the purge event that gives you less PP gain and less construction speed for a year, RIP
If you lose a single political advisor to a random purge (not the great purges) RIP (because in the final purge, you will now lose your captain of industry)
Max out infrastructure in states with lots of slots (like crimea at 9 slots early game) and max out civs there. Before BBA when Japan declared war on china I would do war propoganda to get enough war support to go into war economy, but with BBA you miiiight need to wait for anschluss.
Finally, you can delay going down the 5 year plan since those just give more consumer goods for nothing, until you are ready to go down either the civilian industry left hand side, or military industry right hand side. Right hand side gives extra mill production so you can really pump out those mills, but left hand side gives you research bonus' to industry which you can use for construction 3 and 4, and then finally you get a 2 year ahead of time in advance bonus for industry, and you can use that for construction 5.
That's pretty much it, civs till 39, and even well into the 40's if you plan on just sitting on your borders with 4 million manpower until you can remove your debuffs and roll over the germans with fresh new high tech tanks.
