As far as I know all the major DLC is included, not sure about unit packs but they probably are as well.
That said I dont have rela experience with it but afaik the whole point is you get ALL DLCs like that.
For now, it's probably a great deal to spend $10, get everything and in 2 months buy the expansions because Thanksgiving and Christmas is right around the corner and usually good Steam sales.
Could probably nab all of the expansions for around $60 in 2 months (as I guess on prices) with BBA more than likely staying full price. Paradox likes to keep the latest expansion DLC full price until a newer one comes out. $60 to get everything or $60 for a full sub year.
Once you own the expansions, you're only concerned about $20 per expansion. However, once you've kept that sub active for awhile, that sub will eventually cost you more and more money because you're going to hit a point where you realize the sub has cost more than the price of the DLC. If you want to keep playing, you're going to have to keep paying the sub or eat the cost of the DLC which you've technically already could have paid for with the sub money.
But if you're really good at cancelling subs and not going to play every month, the sub will take a long time to overshoot the cost of the DLC.
Some people have had problems buying DLC on sale while they have the sub, not sure if that is resolved. I have not heard of anyone having difficulty cancelling.
It seems worth it in three main cases:
1. As an interim before buying DLC on sale.
2. If you are planning on buying only some DLC and want to try them all out to help select.
3. If you only play HOI IV a few months a year and only have the sub during those times.
