How to send air volunteers now?

I'm playing as Soviet Union and trying to aid Ethiopia. No matter what I do, I can't send air volunteers. I'm making air wings, splitting them, sending them to reserves, pressing all the buttons. It does nothing.
New air mechanics are so broken anyway, but that one thing is just too much. How could developers broke something that was working as intended...

When you click send volunteer, there should be a tick box for sending air volunteer. The feature hasn't changed since forever

just click on an ethiopian airport while having the airwing selected you want to send

send army ( volunteer's ) then send a air force to aid that army with in the limit that is allowed

No. You're guys just explaining how it was like before.
It was obviously changed, because I was using volunteers since it was possible and now it just doesn't work.
When you're politely asking the given country to send the volunteers you're getting this weird text:
"Request permission for up to 0 of our ar wings to join the war as volunteers."
I thought it was a bug or something I've never noticed nor cared before, but after getting the permission as always, I can't do anything.
You can't send your airplanes from your airport to the fighting country's one. You can't spawn the airplanes there from your reserves either.

Nothing changed at all.. This just very likely means you do not have enough air divisions available for spare to volunteers.

How to check it? I'm day one USSR and have over 1000 airplanes.

Doest Ethiopia actually start with an airfield to which to send your air wing "volunteers"? 'Cause 0 of our airwings seems to suggest that.

It's 1936 scenario. As Soviet Union I'm trying to fight the Italians on an Ethiopian soil. 2 tank divisions + as much airplanes as I can send.
Up to the last update it was free land+air exp and 0.5 mln casualties for Italy.

Ethiopia had 1 airport right next to their capital.
In the By Blood Alone update they received an additional one. They have 2 right now.

In the By Blood Alone update they received an additional one. They have 2 at the beginning right now.

Uh, looking at my new soviet game and no.. there is not any airpot in Ethiopia. You can send right away 2 air divisions to Italy though:p

There are 2 airports. FeedBackGaming in his last Ethiopian game even used them to exploit some command power out of transport planes he crafted.
Maybe they are available only if you have dlc or something. But that still should allow me to use them. Guess I'll have to rely on an infantry only :/

man I am in the game there is not any.. up to date with DLC and last patch. Maybe Ethiopia eventually get some via focuses but definitely not by Jan1 1936.
