cant form Rome anymore?

So,i do NOT own BBO,but i have played the new update. Italy seems to no longer have Rome as a formable nation,but can form "Greater Italy" if it owns certain provinces and complates a focus WAY down the focus tree. wtf? why cant i form rome now? what's the point of playing Italy then if you cant form rome?

It's a fair point. I know it's definitely still in Blood, so it seems like it was ripped and put into the latest update. Perhaps a mistake they can patch back in.

Yeah there is not decision named mare nostrum in my game but there is greater italy
