How to edit a "special template"?

In hoI4 there is such a thing as "special template", I am not talking about parachute divisions or special forces, but specifically about "special template", these are templates that cannot be edited, deleted and reformatted. If anyone knows how to make this not happen, maybe someone knows a mod that changes it?

Because I played for Ukraine in the Russian civil war, and templates cannot be edited, please help.
