The issue being that back when Poland received its own focus tree the state was split and Gdynia was separated from Danzig. You get cores on Danzig because that's the state that existed when the German focus tree was made.
It has already been reported time and time again but the devs have not patched it out yet. Either it is so inconsequential that is at the bottom of the fix list or there is some unknown justification for it.
Still, I'd hardly consider a missing core on Gydinia as a "broken path"
As a result its only partially working
Don't expect a fix either, unlike Stellaris, the HoI team doesn't try to keep older content up to date
The definition of a broken path is you being unable to continue along that path.
What you have is a minor oversight at best which has absolutely no impact on the game given how irrelevant Gdynia is as a state (neither tons of manpower nor a crucial industrial center). And the fact that you do not gain core on that state could just as well be justified with the idea that a lot of Poles immigrated there, so much so that the state has no resemblance whatsoever to the "old german empire territory".
And should the answer be yes and Gdynia not being cored answer to a choice made by the devs then it would indeed be not broken. I don't know the answer, as you don't know the answer. What we do know is that this "issue" has been present from day 1 of NSB, the devs are aware of it and as of yet it has received no "fix" whatsoever. To each to decide why it is so.
That being said, I very well know the conmsequences of WW1 but what I said is that my reasoning for what's happening is that after the land was transferred to Poland, Danzig remained an eminently German city whereas Gdynia was subjected to massive immigration of Poles. Something that is reasonable when you consider that as Poland you can basically cut off Danzig by creating a better and fully polish port town right in Gdynia. Now, is that historical? I honestly don't care because it gives me a valid reason as to why I'm not coring Gdynia.
