Stalin was constantly in fights during his early years and became a bandit before the revolution taking parts in dozens of robbery’s and escaped prison almost a dozen times. Hitler was homeless until the war where he fought in very dangerous battles and nearly died several times but also missed out on the chaotic interwar fighting and had become fatter in prison so I would probably give it to Stalin by about 6/10.
Admittedly, I am making a lot of assumptions because we don't know the exact height or weight of either man. But, we do know Stalin was shorter, so for Stalin to win he'd need to outsize Hitler to a degree or have more actual training. It'll be hard to measure that last part because you have those claiming Hitler has more military service but Stalin has been in more fights, allegedly.
Also, another problem is that you have to determine their primes. Stalin and Hitler both had physical injures (and arguably psychological) at some point. Youth matters a lot too, so that's something you'd have to consider.
