if you don't do that and UK decides to screw india you kinda wasted your time, and if the UK is trying to do imperial federation they physically have to give india more independence so its kinda a win-win, but as far as i know its rare af the ai will do any of that.
this shouldn't actually change your government type, so the game plan actually should be to avoid all india forward bloc AND swaraj, because these reduce democratic as well as non aligned, but indian national congress just adds a demo advisor you can ignore.
forget autonomy and go for two nation theory, then swap back to uk until you can pop the 1943 focus.
while playing as UK just develop the teeth out of india
if you're opposed to swapping nations and are roleplaying a bit, just act like you're influencing the uk politics within the game.

that said, if the uk gets all the decolonisation focuses done they get 500k free mp, if you're staying allied that's pretty strong.
however i was also democratic at the time so it's possible it flips to whatever alignment you are when you pop the focus that changes it from raj to india.
so perhaps if you de-colonise while taking the king's party as UK they'll become non aligned, although idk if i can be bothered to test this.
literally just get edward VIII to marry and india becomes non aligned and free in 1936
tbh all you have to do is sit as britain developing the raj for 6 months while you wait for edward viii to pop. its actually not so much effort at all!
however be prepared to face or release pakistan.
