In focus tree go Political Effort->Collectivist Ethos->Nationalism/Internaionalism Focus. After those are done switch to industrial part of the tree. Don't go for civ factories at the start. You'll need military ones sooner. Build as many as you can before you switch ideology.
As far as divisions go stick with full inf + arty support, 20 width. That is all you'll ever need in South America. About 12 divisions should be enough but you can go for more. You can also try to build 2, maybe 3, 40 width divisions as assault troops. They will obliterate anything in their path. You won't need them against Panama and Ecuador but against Peru/Venezuela they come in handy.
As soon as you switch justify on Ecuador and Panama. Panama should have no troops and army of Ecuador should be 4-5 divisions strong. Should be easy wars and get you couple of extra factories. If you need army experience to modify templates you can prolong war with Ecuador. If they won't attack attack yourself, just don't brake them. When they're close to breaking stop the attack and give them time to recover. Rinse and repeat untill satisfied with your army experience.
Once that is done go for Peru. Push along the shore and try to cut off army defending northern borders. After that just establish line of defense. Rush vps and grab some land to quickly capitulate them.
Research Transport ships before going to war with Venezuela. Naval invade their ass , cut off their troops defending borders, rush vps and grab land to capitulate them.
After that you're pretty much done. You don't have to engage in any further conflict. Spam civ factories everywhere except coastal regions. Spam dockyards in those. Research and build your fleet. Put all your dockyards into BBs and CVs. Don't bother with anything else as it takes time to build those big ships.
Oh.. Play with historical ai for easier time. Otherwise USA going Pax Americana can screw you over.
I've annexed Venezuela and Peru in Dec 1940 and build only shipyards, by 1944 i got the achievment.
You should be done with wars by 1940 and with achievement itself by 1944, like Exekution stated.
As to beating Peru. Again, what Exekution suggested should work if you prepare the maneuver well. Or you could try what I suggested in my first post. Build couple of 40 width divisions and attack with them along the coast while pinning with rest of your troops. That way you can pretty much cut off entire peruvian army in the north and safely contain it there. Allowing you for quick grab of vps for easy win.
1) Political; I began with Political effort focus then place a fascist demagogue in your government. Hold national referendum and go fascist.
2) Industrial-Military build-up; I built civilian factories up until late 1936 and then military factories. I researched support weapons, infantry equipment, interwar artillery, doctrine ect. It's very crucial to have troop transport by the time you begin your expansionist wars. Also go for a war economy and militarism, youth focuses to have enough manpower and weapons. One-division training is also commendable. Divisions templates; I started with 20w 7 inf, 2 art engineer and maintenance support and then switched to 40w when I had the industry to sustain such an army. Tanks and motor/mech are useless in Jungle and mountains.
3) Venezuealan war; I started with Venezuela and the war was on in mid-1938. I stayed on the defensive on the border even traded ground for time when it was possible, while my forces were striking from the back. I captured Caracas and another port further east via amphibious landings of 4 divisions and now the Venezuelan army was fighting at two fronts. They left Maracaibo undefended and I captured it too, so all of their industry was at my hands. It took me to capture a few more regions and the war was over, with the bulk of venezuelan army still in the field.
4) Minor wars; With rising world tensions it will be easy to justify on Panama and Equador. Panama was a very easy target with just one division. Virtually no fighting took place I just landed at Panama City and they surrendered. Equador a bit tougher nut to crack. They had 7 divisions, but they couldn't resist my 40-width divisions they were encircled in their capital and destroyed.
5) Final showdown with Peru; I started the war in late-1940 with a magnificent army. However, it will still be difficult to penetrate through the border. So I used the same strategy as Venezuela. I landed on the undefended Lima and headed north with more divisions landing in the south. The war was over before it even started. Note that Peru possess a flotilla of 2 destroyers, 2 light cruisers and 4 submarines that might disrupt your landing (I didn't encouter them at all).
6) Bolivar Empire and naval construction; after you have the required regions under your control you take the decision to reinstate the Bolivar empire and then you gain core on many regions. This allows you to build many shipyards. I even dismantle military factories to commit more civilian factories to build shipyards and have more slots available. Also it would be adviseable to guard your border and ports against any potential threats, just in case. For example Mexico was justifying against me via Push Past the Darién Gap Focus, although they never actually declared war against me. Choose the cheapest designs for your battleships and carriers. I unlocked the achievement in 6 October 1943.
