Step by step is going to be difficult, because it's a very evenly matched war and lots can go wrong. But I'll try.
When the civil war breaks out, you will get 24 militia divisions. They're poor quality and good for nothing but defence, so you'll want to mix them in with the rest of your infantry. Split all your infantry in half and divide the frontline equally between them. For now, tanks and motorised infantry are mobile reserves so keep them on a fallback line somewhere.
Split your planes into two groups and try to cover the entire front with air support. You want at least yellow in both air zones. If you let the Nazis dominate the air war in either half of the front, they will be able to push you back.
You will probably get attacked and there's a good chance you might even lose some ground. Don't necessarily worry about this, just use manual movements to consolidate dangerous areas and if needs be send in your reserves to reinforce it. If there is a full-on breach in the line, you should try to cut it off and hopefully trap some divisions behind the lines.
After a while, your miliia units will be a bit more experienced and you won't feel so vulenrable. At this point, pull off as many of your best and most experienced divisions as you feel each army can spare and make a whole new army group under a new field marshall. Create a short frontline in the middle of the country and an attack order going straight for the Czech border. Move all your CAS to cover this attack.
Once all divisions are in position and have full planning, attack and try to push all the way to the Czech border.
If you've made it, congratulations, you've pretty much won. Bavaria will basically be a giant pocket now. Focus on closing it, and then you can bring your whole army together for the final push on Berlin.
Won all my German civil war using this method.
-Stock up on Inf. Equip, and other stuff like Planes, Tanks, etc although highest Prio with Factory's being Inf. Equip, Support Equip. & Artillery, around 2-3 MIL Fac's into L-Tanks, Mot. Rest evently into Fighters, CAS, TacBombers.
- Construct a few Military-Civ Factor's only in West Germany which dont go to Nazi side, you should remember where the battle line is and only build in your given provinces. (This only realy applies if you dont take the Opose Hitler Focus First, and go for Industrial Build up for the first 4-5 Focuses)
- Save up your PP for changing Conscription law to Extensive when War breaks out (important as you get alot of Manpower of Time this way, and can't change until much later when facing off alot of Apponents in a War, hence take straight away then)
As for making a Wargoal Justification against a nation if you so desire. (note if you take the country and AI takes this into account it will factor into whether France & Britian challange Kaiser comeback or not and its very likely they will challange then, this is a very tricky thing to pull of without them intervening if you had taken a nation before you can pick the focus and have it completed before Wargoal Justification is done if 240+ Day's for wargoal is done and your ready to DoW straight away before you click on event that Kaiser is back)
- Would recommend doing Industrial focuses minimum of 4 Focuses the realy important ones like 4 Year Plan, Autarky, then probably take the 2 Civilian Fac. Focuses, then go Apose Hitler.
Why? because you get alot of time to build additions Factory's like military and Civilian in West Germany plus the random ones from Focus, also your Stockpiles will be good and Tech, also you will have alot more PP to spend on Advisors, Staff etc.
- When Civil War Starts keep paused and Build emidiatly New Devisions, ergo around 6-12 Inf. Devisions and maybe 1-2 Tank/Mot. Devisions and as soon as they are rdy deploy them to your Generals Front. this will help out alot in the Long/short time eitherway. (Italy will help Facist Germany so this helps.)
- Aim to keep stable lines, make use of Gaps and pinning enemy for a short period to exploit the Gaps and surround thier Troops or Cut them off from thier supplie.
- Aim for Cze border Point between Bavaria and Nortth in the middle to Cut both apart, push North along the Coast along and down and from South of Cze up along thier boarder to Berlin.
- Bavaria area can have less troops thier to fight thier remaining pocketet/cutoff Devisions and once gone, your troops from thier upwards.
- Make sure you use your Airforce that you have good, have them get Supiority in the Air, CAS & TacBombers either karge region Devision attacking or assigned to a specific General for more concentrated support to your Ground Devisions.
- Navy wise, if you taken the longer route then build only Destroyers, and Convoy's, like 2-3 Docks in Convoy and most into Destroyers and once fleet gets split you can fight a nice Navel War to get XP thier ;-) (Dont forget to use the Torpedo Planes to help your Navy in the Batlic Sea.
Use all remaining militias and 2-3 Inf to hold the north, may be a fighting retreat.
Clear up Bavaria and going for Berlin will be easy.
Gonna guess deleting the entire army before focus completes doesnt work?
If you use planes, it helps, but save your ships for after the war.
