The biggest downside I see is that you have to research regular artillery first so it's not an either/or type of thing.
Also maybe rocket artillery doesn't use tungsten unlike regular?
Self propelled artillery is probably the best stat wise but most expensive
I think for me it'd come down to resources. I don't know exactly how much it costs to build the rockets vs the arty guns, maybe rockets could be cheaper.
I'm sure someone smarter than me will come in and explain in detail why I'm a terrible commander for not using it, though. :)
If you are going for armored divisions, then rocket artillery isn't worth it since those will act as your breakthrough.
To my mind, maxed out artillery [in game] tosses toolboxes (80-100 lbs in a 120 mmshot) very accuratly into horse troughs at 5-10 MILE ranges .
Naval arty are known as rifles, to differentiate the classes between, say, a 25 pounder, an 88 mm tank gun, an 4 inch howitzer (105 mm), and a 16 INCH naval RIFLE; whose SHELL outweighs a Volkswagon Beetle !!
The USN Iowa class Battleship carries 9 of these bad boys .
Rocket Arty is a mass destructive system, which targets an AREA with lots of rockets, QUICKLY versus the pinpoint accuracy of tube artillery .
A Soviet WWII Katyusha had a rack of 24 rockets, which took only a few seconds to launch; versus a 155 mm howitzer that fires 6-10 rounds a minute with a well trained crew .
I got to watch USS New Jersey from 5 miles out and at 3000 feet altitude firing off the coast at Vung Tau, and you could HEAR THE SHELLS GOING BY over the helicopter's twin engines !!!

People often forget, but researching Rocket Engines in the Atomic Research/Experimental Rocket tree not only gets you rocket interceptors and missile sites, but also an extra 5% soft attack for your rocket artillery for each rank (15% total).
