However, you shouldn't try to break through anything using infantry, they have little to no breakthrough stat. You should build a couple tank divisions instead or let the enemy wear themselves thin first.
But generally yeah, you want tank (breakthrough) to push - especially heavily entrenched locations. Just don't use tanks in mouintains...they get terrible maluses and the attrition will RIP so many (unless you xp 100% reliablity and or maintenance company)
You can still use artillery to good effect usually what people run is 4 arty and 14 inf (40 width) or half that if 20 width. I've had good experience with 6/11 myself, tough it gets kinda painful on your industry pumping out that much artillery.

I test the same doctrine with infantry 10 +arty support and i conquer poland fast
