Please note that this is a macro so if we've already replied to your ticket and you feel this is very formal, that's the reason why ;)!
We are (painfully) aware of the current issue where you've redeemed a key for No Step Back yet it won't install on Steam. This is down to a backend issue with Steam where the key doesn't actually unlock the DLC correctly. Our team is in contact with Steam as we speak and working on a way to fix this as soon as humanly possible but sadly we don't have a timeframe. If all goes well we're talking an hour or two, but it could take a bit longer depending on how big of an issue it is and how difficult it is for Steam to remap the DLC.
We are really really sorry about this hassle and know you've been yearning for this DLC for a long time but rest assured we're working as fast as we can to fix this so you can get back to enjoying your game!

Thank you for your patience regarding this, ehum, "slight" mess that we've managed to find ourselves in ><!
We finally know the entire story and to make it short and to the point: the key you were sent was incorrect, it didn't actually contain the DLC. For all effects and purposes it was a "shell" and had no data.
So how do I solve it?
You simply reach out to the store you bought it from, explain the situation and that you should get a new key. Feel free to reference that you've already spoken to Paradox about it should you so desire.
Are the stores aware of this?
Yes! All stores are being provided new keys and informed of the situation and will be providing you with the correct key. Small note on this, not all stores have gotten the keys yet, they're being distributed now and within a matter of hours all stores will have the correct keys.
Again, we're really sorry about this, it's a once in a blue moon situation and a first for us ><! It's very unfortunate that it had to be an awesome new release that coincided with this but sometimes things don't go as planed.
