Report a translation problem
If you don't have all the DLC that make major changes (man the guns, Waking the Tiger, La Resistance, No step back) then nobody but you can use the mod. This is fine if you want to make your own mod just for yourself.
How do you mod the game?
1. Copy the "common" folder in the Hoi4 directory (paste this somewhere as a backup).
2. Download notepad++
3. Open files in the common folder with that program. Make changes and save them.
The main file to consider is the defines file in its own directory. In this file you will find a listing of what every line does. There are numeric values on the left and a sentence that tells you what it does.
As an example line 97 says :
GUARANTEE_COST = 25, -- Scale with the number of already guaranteed countries.
You change 25 to whatever you want and that changes the rules. There are rules for submarine detection, how many factories it takes to be a major (something I always mod because the game lets anyone become a major subverting the 50 rule if that side is losing - which is stupid), factory build speed, max experience caps and many more things.
My advice is to play with this file only first and see what happens. Play with it and you will eventually understand how it works.
The other files in other folders follow a file path that might take some time to understand but you can copy flow chart paths from other things and copy/past them.
For example you could change dispersed/concentrated industry to not be mutually exclusive. This is more advanced and will take some time to figure out if you wanted to change things like this.
Slightly more complicated is the ability to make your own generals. There's videos you can follow so just follow along and do what they do and it will work. You can even add in whatever picture you want.
Even more complicated is the option to make decisions. If you find someone's mod who has a cool decision if you ask them they might tell you how they do it. An example is the mod that makes a decision for the player to get extra research slots (not that this is balanced).
