They deploy automatically at your capital, should appear as a division icon.

Similar effect to shore bombardment.

Not sure on that. Check in combat under the enemy general on the penalty side, if it is 10% then nope.

However there is Elevated Engineers trait in the Officer Spirit that gives a 5% bonus. Which is NOT worth it because it gives railways guns 10.5% instead of 10% for a bonus. Not sure if that is a bug in the math or intentional.

Deploys at your capital only.

They can also be put onto a transport and sent over seas.

I don't believe shore bombardment traits would benefit the railway artillery as they are explicitly different mechanics, although somewhat similar in effect. Sort of along the lines of air superiority providing it's own unique debuff.

The skill represents a trained officer skilled at calling in fire. It should apply to both the navy and the railway gun. The bonus given reflects that higher accuracy.

There were not firing computers back then, everything was done by hand. Meaning the more accurately someone calculates their location and target location reflects how accurate the artillery fire would be.

Sounds cliche, but think on how many movies and tv shows where officers struggled to read a map. This was and is true in real life, seen it myself in the army even when GPS first came out.

The abstraction is what it is, the programming is another thing. By the same logic mechanized officers would benefit tanks, cavalry, etc.

They have to draw the line somewhere in balance, so in this case it's a specified skill that affects what it describes.

And how do the guns work? You need to select a mission for them?

Simply engaging in battle within it's range will apply the rail artillery debuff to your opponents divisions engaged in said combat. Using more than one will not stack this buff.

For convenience, you can assign a rail gun to a particular army and it will try to maintain optimal range to that army's divisions.
