Well, this DLC destroyed this concept for USSR (and, previously, for Bulgaria). Enter micromanaging single person's fears as it's a cheap RPG - and four factions' (which are completely unrelated to already-implemented factions-by-global-politics) expectations Stellaris-style.
Back on track, I remember I managed to get Democratic USSR in my session somehow after it did that ♥♥♥♥♥♥♥ 2nd Civil War focus. Unfortunately, I was struggling with learning Bulgaria that time so had no time to backtrack how it actually happened.
but how do you get him tho?
Goto political advisor selection, hover ur mouse on the democratic advisor and see what u need to do to meet the requirements (i forgot what u need to do)
