Modern Tanks can't be Amphibious?!

No matter what I try the game won't accept a Modern tank design as amphibious.
The save button keeps telling me: (The design cannot have more than 0 Amphibious Drive Modules.)

It's likely considered too heavy of a weight class, in the same right that heavy tanks cannot, as modern tanks are considered a midpoint between medium and heavy armor

Heavy tanks can be amphibious, super heavy can't.
