If not, you need to leave behind a garrison force manually to suppress the resistance,
full cavalry template with MP auxiliary (10 cavalry + MP) should do the trick, or if you fancy spending armored cars/motorized infantry do the job, they will do the job much better, but will cost resources and more time to make.
If you do have that DLC.
Then create a garrison template (same as above, increase amount of cavalry if needed) and set it on from the "occupied states" as your garrison force, and then use your spies to manually lower the resistance within regions, alternatively you could use your spies to ensure maximized collaboration before knocking the country off the war, then you don't have to worry about any resistance whatsoever for a long time, since you can straight out turn the entire nation to your puppet state, or leave it as it is, whichever you prefer.
And i dont have DLC unfortunately.
And please use cavalry only on suppression force, they have higher suppression than regular infantry, and can move faster to cover regions and don't drain as much manpower.
Secret Police, an occupation template of cavalry and MP, is good enough for most purposes.
The way you set the occupation force is independent of whether you have La Resistance DLC and forces on the map never have any value in controlling resistance.
If you have the NSB DLC you can make light tanks that are cheaper than armoured cars and better for garrison purposes. (Note that armoured cars require La Resistance).
Edit: lots of posts above while I made this, including false information about using on map forces without La Resistance.
As for occupation policy, I like to min-max some provinces and put harsh quoatas on areas where resources I need are produced, but mostly, I like civilian governance because it builds up compliance fastest, and once compliance is high you get more industry and resources and need less garrison.
