I mean, there's plenty. Texan Brotherhood and the Alamo Chapter are all good BOS nations.

There's the Troll Warren, Texan Arms Association, Vault City, the Mexican states, Twin Mothers, Desert Rangers, New Reno, Ouroboros, and plenty of others.

There are so many nations with their own focuses. Go through them all and pick whatever suits your fancy. There's also a few really good submods like @Wyzard pointed out.
