Question about collaboration governments?
1. Will I get an event to form a collaboration government in another nation once I invade it, even if I never did the "create the collaboration government" operation with my spies, once the compliance in that country becomes high enough?

2. If I have the option to either annex or form a collaboration government in a big country, which option should I choose?

3. Do collaboration governments only provide me with troops, or do I also get access to their civilian and military factories aswell as their dockyards?

4. If I invade France as Imperial Germany, will the event to form Vich France still fire or not?

5. If you puppet a country or a state that has a port, the puppet will keep its entire navy, but if you annex it the navy is lost. However if I annex first in the peace conference and after that establish the collaboration government will the puppet get its navy back or not?

1. Yes, the only requirement is for compliance to be at 80% (and to not be democratic)

2. Depnd on what you need
If you annex, you get more factories and direct access to the ressources (they will be affected by your trade law).
Making a collab give you access to more manpower, but you will have to use the colonial template.

3.
Collab provide you with 90% of their factories and dockyard
They still make their own troops and you can use them

5.
No, if you annex them, the navy is gone, creating them after doesn't recreate it.

Thanks for the answers. One more question. Do the collaboration government puppets give you access to more of their civilian and military factories than regular puppets?

Generally yes, but it depends.

Various puppet give you a different % of their mils and civilian between 0% and 75%

Collab always provide 75% of both military and civilian.

But sometime the results is the same.

For example an integrated puppet will provide 75% of it's military, the exact same as a collab.
However, it only provide 25% of it's civilian, so a collab would give you 50% more.


Some ideology and nation have different puppet type.

If you are after their industry, controlling the land directly give you more than puppet if your compliance is above 80%

I have also heard that if you are in a major war which includes factions and you manage to setup a collaboration government in another country before the war ends, that you then get to automatically keep that puppet at the peace conference. Is that true?

Collaboration are your puppet, meaning their land will not be in the peace deal.

For example:
Your are the Soviet Union and have 90% collaboration (from 2-3 spy operation) with the German when you capitulate them.
You capitulate Germany and get their land
You get the event about collaboration and say yes.

Now your new puppet has all German core.

Once Italy capitulate, the peace deal happen, but the allies cannot touch the land from your puppet and you don't have to spend any of your warscore for the German land.

This only works if you can get the event for the collaboration before the peace conference. (which require the country you want to make a collab capitulate)

Thanks for the answers. I also noticed while reading the hoi4 wiki about puppets, that apparently that the amount of fuel silos or refineries you get is not affected so its the same as if you built those refineries and silos on your own territors, so you get the max amount, but puppets will never give you any dockyards to use.
