More ships = more exp. Build more.
Spamming subs 100% will destroy an enemy AI Navy. It's your choice to do anything else.
As for naval combat. Killing transports give almost no xp. Most xp comes from killing subs and destroyers by protecting your own transports. Make silly trade agreements for naval xp and superiority
a very large navy can generate, sometimes, over 1 XP per day just from exercises
You can literally just combine your entire starting navy into one fleet and just exercise it for 3 years straight. You've got unlimited oil and dockyards to just mess around, throw in the free exp/research buffs and you can get advanced ship parts fast/early and mass produce them.
I remember going into war with exactly 200 destroyers and 200 submarines in 4 (20x10) fleets and just demolishing the AI's navy while never losing any convoys myself. I only used the starting capital ships to help provide shore bombardment, naval bombers took care of all the dangerous enemy surface ships.
The USA is a lot more fun the people then people think, the only problem is sitting around for like 4 years clicking menus (and depending on the AI for a lot more than I'd like.)
It's fun being able to put serious dedication into a navy/strat bomber airforce that you really can't as other highly played countries like Germany/USSR/Japan.
