Supply Trucks are not used
I am at war and short on Supply. I need more trains and convoys for supply issues than I have. What I do have are unused Trucks in stock, but they are not getting used to step in for the missing trains. So troops at the front are short on supply and a pile of trucks are standing around unused. How do I change this?
Sorry if this question is double, I looked for it but didn't find anything.

Trucks do not replace trains. Trains bring supply from the capital to supply hubs. Trucks supply troops.

Trains->Supply Hub->Trucks->Troops
