Min-max the 2ACW. Try to win as fast as possible as the CSA... or go for meme-ish runs like New England or the PSA. Or try for things like an AUS run where you deny the businesses and silver legion. Compare the gameplay of when you perfectly set things up vs when the odds are stacked against you.
South America. Lots of smaller countries are often overlooked. Many of them have paths to form larger countries so you can have some level of impact on the rest of the world.
Entente. Pretty simple, reclaim the birthright.
Germany. Try and win without the Entente's help.
Russia has numerous paths. Have another civil war or a coup or two.
Japan/China. Honestly I haven't played a lot of them, but there is a lot of content here. IIRC one path of Japan (Market Lib?) lets you puppet members of your faction, including the PSA. It might be possible for you to reunify the USA as your puppet. (Again, not 100% and they might have changed it.)

In general most minors with at least basic industry promise good gameplay - I am jsut not in fond of communist countries/paths because they already tend to win sooner or alter so even any minor in player hand shift the balance even more.
