so far as i know the buffs(bonus attack, defence, movement) will get watered down depending on the units in the template.
Yeah, that's what I'm meaning but base stats don't seem to do more soft than infantry even with the boost, they just have higher organization which is better than soft?
Infantry take negative stats in Mountains, it's -60% to their attack. Mountaineers get +35% to their attack (at base value).
Infantry take a whopping -70% to attack when on naval invasions, Marines get a +50% (base value)
Trust me, those kind of penalties and bonuses matter.
Marines and mountaineers also have better capabilities in other terrain types but the 2 above are the big ones and the reason you get them, this does not take into account their defensive stats or movement speed which both unit types get in their favoured terrain.

It's random, the only thing the AI tries to do is place more divisions in tiles which are exposed to higher combat width. But it depends on how many divisions it has to work with. The only way to ensure Mountaineers go in Mountains is to place them there yourself with their own seperate orders so they don't get pulled elsewhere.
For instance Japan can have 25 battalions of specialists at the start of the game so using the starting template you could recruit 4 divisions with 6 battalions of marines. But after gaining a little experience you could change that marine template to be 5 marine battalions and 5 infantry and then have 5 bigger elite divisions which are nearly twice as big, a lot more durable but have lower specialist stats. These divisions will be great for invasions of China or for crossing rivers or fighting in marshes.
