Portugal focus tree bug?

Has anyone else had this issue?

So When through the focus tree I started a civil war in Brazli between Integralist Brazil and the Empire of Brazil, a weird thing happened.

Background:
I was in the allies faction fighting a war against the asian co properaty sphere. Integralist Brazil joined Japan and got invaded by the U.S so I completed the focus that causes the monarchists to start a civil war.

The Glitch:
But when I did that, instead of the monarchists spawning as neutral and then joining the allies, they spawned as a part of Japan's faction, and Integralist Brazil on the side of the allies, so essentialy they switched sides. And Intergalist Brazil became purple and the Empire of Brazil remained green.
Is the code broken or was it a weird one off glitch?
