That's incorrect.
You always get a warning at the top of the screen if a country is justifying on you regardless of being in a faction.
What you also need to be careful with is guarantees of independence which gives nations a casus beli against the aggressor.
Also, some countries get free wargoals as part of their national focus.
As is usual on this forum, the OP hasn't given enough information to figure out what is wrong but he does mention Hungary. If Hungary takes Austria Germany will frequently DOW Hungary for taking it.
You can also always check in a country's diplomacy tab who they have wargoals on.
